　　在这本书完成的两个月后，2006年3月22日，“埃塔”宣布永久停火。

　　这一天，“埃塔”在报纸上发表声明，同时公布录像带宣示他们的决定。在世界各地的报纸上，刊出了录像带中的镜头。这些镜头看着真是很触目惊心。三名“埃塔”的领导人，都着黑色服装，戴着黑色的贝雷帽。非常特别的是他们白色的头套和黑色的眼罩，这副装扮使得三个人看起来活像是外星来的三胞胎兄弟。因为他们至今还是被追捕中的欧洲著名恐怖组织成员，所以必须遮掩自己的面貌。在他们的背后，是我们如此熟悉的“埃塔”组织标志——一把黑色的斧子，上面缠绕着一条黑色的蛇，吐着黑色的舌头，上面是西班牙语的“ETA”（埃塔）。

　　“埃塔”从1959年成立，到今天走过将近五十年的时光。他们曾经多次宣布局部停火和暂时停火。在二十世纪九十年代，有两次打破暂时停火的承诺。宣布永久停火，这还是第一次。

　　2001年的“9·11恐怖袭击”，使得全球对待恐怖活动的态度产生一个突变。至此，“埃塔”恐怖活动每况愈下。为了不触犯众怒，“埃塔”此后的爆炸，多数在事先发出通知，让人们有疏散的时间，“埃塔”最后一次造成死亡的恐怖攻击，是在三年之前。

　　“埃塔”宣布永久停火之后，西班牙政府执政的社会党当即表示审慎欢迎的态度，并且表示愿意开始和平谈判。

　　在野的中间偏右的人民党（PP）以及支持他们的民众，以停火时间还不长为由，质疑“埃塔”的诚意，集会反对政府马上和“埃塔”展开谈判。

　　2006年6月11日，西班牙政府执政的社会党表示，坚持原来与宣布永久停火的“埃塔”和平谈判的主张。西班牙执政和在野的两党领导人都同意相互沟通以协商解决分歧。
